Dr Keith Baker FRSA is a Research Fellow in Fuel Poverty and Energy Policy at the Built Environment Asset Management (BEAM) Centre at Glasgow Caledonian University; a Co-founder of The Energy Poverty Research initiative; a member of the Board of Directors and Convenor of the Energy Working Group at the Scottish 'think and do' tank, Common Weal; and a Director of Scientists for Global Responsibility. He is a policy specialist with research interests spanning energy and the built environment, particularly fuel poverty, energy efficiency, renewable heat, heat networks, natural and sustainable building materials, carbon and sustainability accounting and management, and more. He also leads the BEAM Centre's partnership with the Aerospace Centre for Excellence at the University of Strathclyde, which is centred on using big, remotely-sensed, and space-based data for solving environmental problems.

Keith's publications include an invited paper in Nature Energy, 'Rethink fuel poverty as a complex problem', and co-editing the books 'A Critical Review of Scottish Renewable and Low Carbon Energy Policy' and 'The Palgrave Handbook of Managing Fossil Fuels and Energy Transitions' (Palgrave Macmillan, 2017 & 2019). He also served as a reviewer for the Working Group III reports for the Intergovernmental Panel on Climate Change (AR5 and AR6). His impacts on policy include securing the financial uplift for rural and remote households under the Scottish Government's Fuel Poverty (Targets, Definition and Strategy) Act 2019, and his 'Powering Our Ambitions' policy paper for Common Weal underpins the Welsh Government's plan to establish a not-for-profit renewable energy company.

He also enjoys a substantial media, political and public profile, with credits including the BBC, The Sunday Times, The Independent, The Herald, The National, Newsweek, Xinhua News, and over 30 appearances on talkTV.
