Angela’s research interests extend across gender equality and public policy, including gender impact assessment, comparative European gender equality practice, equalities and human rights, with a specialist focus on gender budget analysis. Angela’s doctoral thesis compared approaches to the adoption and implementation of gender budget analysis in Scotland, Andalucía and the Basque Country. The themes of gender equality policy and political change continue to inform the direction of research, publications, and external engagement.
Angela is a member of the Scottish Government Equality Budgets Advisory Group, and is Convenor of the Scottish Women’s Budget Group. She is also a member of the Management Committee of the UK Women’s Budget Group and co-ordinates the European Gender Budgeting Network. Angela is a regular contributor to external events and evidence sessions in the Scottish Parliament and elsewhere and is a member of a range of civil society organisations.
In 2016 Angela was appointed to the joint Scottish Government and Scottish Parliament Finance Committee Budget Review Group which will report on a revised Scottish Budget process in 2017.
In 2015 Angela was a Commissioner on the Commission on Local Tax Reform exploring alternative taxation systems as alternatives to the Council Tax that reported in December 2015 http://localtaxcommission.scot/.

• Evaluation of Participatory Budgeting Activity’ funded by the Scottish Government to evaluate current activity and outcomes from funded training and engagement activity to promote participatory budgeting across local authority areas in Scotland. October 2015- October 2017.
