Summary of Content

This module provides students with knowledge of and insight into international and UK water policy in a wider policy context. Students will investigate how water policy has been developed to address particular water risks and how this applies to planning and industry. The module examines the underlying concepts and perspectives of water security and the linkages with water scarcity. It encourages examination of the range of management options in addressing the issues raised and how policy interacts with these. The module encourages students to explore a range of water-related issues and how they are addressed by water policy. Students will also examine the varying objectives of different stakeholders, how they are reflected in policy and evaluate the legitimacy of policy and decision making and propose appropriate management strategies.


The teaching syllabus will cover the following areas: Water related risks Water and climate justice Aquatic ecosystems Supply and demand Climate Change: flooding and scarcity Economic value in different contexts Policy structures and multi-level governance Overview of tiers of water legislation and regulation Stakeholders and objectives Policy instruments The legitimacy of policy Monitoring and measurement Risk assessment and management in a water context and dealing with uncertainties

Learning Outcomes

On completion of this module the student should be able to:Understand the key issues related to water and water security in an International contextDiscuss water in a range of different contexts and understand how these contexts may interactUnderstand structures of policy and authority in an international contextDemonstrate knowledge of key water legislation and policy, including the Water Framework Directive and key UKlegislation (including WEWS, CAR, IPPC, Water Resources Bill) and be able to source such documentsCritically reflect on EU, UK and Scottish water policy and strategy documents, identifying underlying concepts,perspectives, and objectives, and debate these in the applied contexts of environmental management, planning and industryCritically evaluate different policy instruments and how they are used in water policyExamine the legitimacy and effectiveness of a range of policy instruments in the field of water policy and strategyUnderstand effects of water strategies and policies on the aquatic environment, Scottish economy, and human health and wellbeing, and be aware of differentiated impacts and consequences

Teaching / Learning Strategy

This module includes a variety of teaching and learning methods. Students will learn to find their way round water policy in the UK by guided independent learning. They will be introduced to concepts and perspectives via lectures and explore these further in tutorials and group discussions. They will be encouraged to present and defend a critical view or analysis in front of their peers. Selected policy documents will be discussed and analysed in class, followed by practical exercises, which will allow students to develop the necessary skills for analysing policies and appreciating their limitations. The coursework allows the student to deepen their learnin g and understanding, and enhance their capacity for critical thinking. Learning and teaching strategies will be developed and implemented, appropriate to students needs, to enable all students to participate fully in the programme.
