An epidemiologist, and Executive Director of the International Centre for Migration, Health and Development (ICMHD). Dr Manuel Carballo trained at the University of Leeds in the UK, the Tulane School of Public Health and Tropical Medicine (USA), the US Centers for Disease Control and Prevention, and the National Institute of Mental Health.

Prior to joining WHO he worked in Colombia and Tunisia and then with WHO in a number of countries and at the headquarters in Geneva. In 1981 he led the landmark WHO International Collaborative Study of Breastfeeding and Infant Health, and then coordinated WHO’s International Code of Marketing of Breast Milk Substitutes, which today still guides the infant food industry in this area. In 1986, he was a member of a three-person team asked to establish WHO’s Global Program on AIDS (GPA), and remained with GPA until 1992 as Chief of Behavioural Research. From 1993-95 he served as WHO Public Health Advisor in Sarajevo during the Balkan war, and on his return from Bosnia, he was asked to coordinate the development of the International Centre for Migration, Health and Development (ICMHD), a Swiss-based research, training and policy advocacy institute. He has led health assessment missions on Kosovar refugee movements to Albania and Macedonia in 1999, and in 2002 and 2003 he was a member of UN health evaluation missions to the occupied Palestinian territories and in Iraq. In 2004 he headed a UNFPA tsunami relief action team in the Maldives, and in 2005 and in 2006 was asked to develop maternal and child health emergency preparedness plans for Iran and Afghanistan. At ICMHD he has directed major studies on migration and reproductive health, TB, HIV, viral hepatitis (HBV and HCV) and diabetes. He is a technical adviser to ECDC, the Council of Europe, WHO and UNAIDS.
