Business Case Preparation

A Business Case captures the reasoning for initiating any new business proposal. Examples of new business proposals within GCU which would require the submission of a business case include:

• IT Projects
• Estates Projects
• Major Equipment Purchases
• Major Process Changes
• Internal Changes e.g. to School/Department structure
• Joint Ventures or collaborative projects

The format of a well structured business case will address the following key areas:

• Introduction/Background to the proposal
• Strategic Fit – Making the case for the change
• Options Analysis/Implications of not undertaking Proposal
• Benefits & Impacts
• Financial Impact (Net Present Values, Cash Flows, etc)
• Risks and Monitoring

A properly prepared business case will assist School’s, Departments and the Executive Board’s decision making process.

On identification of a new business proposal there are two options:

• If the proposal is at an early stage then the Business Case Proposal document can be used. It can also be used as a document for School’s / Departments to enable a structured discussion to take place prior to a Full Business Case. This summary document can be used for a School/Department to gain approval from the Executive Board for a full Business Case to be prepared.

• If the proposal is well established, the detail is available to enable a Full Business Case to be prepared and it’s likely to have Executive support then a Full Business Case should be prepared.

It is not always necessary to have completed a Business Case Proposal before a Full Business Case but for all major business decisions a Full Business Case must be completed.

Schools/Departments should discuss the preparation of both documents with their Finance Business Partner. The Finance Business Partner will discuss any issues with the proposer and may make recommendations for improving/strengthening the document.
