Dr Christopher To is an independent mediator and arbitrator who is on the panel of various leading global alternative dispute-resolution bodies.

He has handled a variety of complex international cases as mediator and arbitrator (sole, chair and co-arbitrator) under various institutional and ad hoc arbitration rules.

Dr To is currently the Executive Director of the Construction Industry Council (CIC) and a board member of Zero Carbon Building Limited, created by CIC to promote effective energy use in buildings.

Under his leadership, CIC has achieved tremendous success, including the building of the first zero-carbon building within 18 months from conceptual design to commissioning, which has received a variety of domestic and international awards for innovation and excellence.

Previously the Secretary General of the Hong Kong International Arbitration Centre, Dr To is Chairman of the East Asia Branch of the Chartered Institute of Arbitrators, an ‘at large’ council member of the Inter-Pacific Bar Association, an executive committee member of the Hong Kong Corporate Counsel Association, and a council member of the Hong Kong International Arbitration Centre and the Asian Domain Name Dispute Resolution Centre. He is also an advisory board member of India International ADR Association.

In 2002, he was named Director of the Year by the Hong Kong Institute of Directors for his dedication to excellence in corporate governance and is the body’s Deputy Chairman. In 2007, he was named Young Global Leader by the World Economic Forum and is actively involved with the forum.

Dr To holds qualifications in computing, engineering and law. He is an accredited mediator, chartered arbitrator, chartered engineer, chartered information technology professional and a law professor. He has written prolifically on the subject of international arbitration and mediation, and wrote the leading handbook, Arbitration Law in Hong Kong, published by LexisNexis Butterworths, as well as the leading textbook on mediation, Mediation in Hong Kong: Law and Practice by Kluwer Law.
